Town Centres – Relaxation of COVID-19 Restrictions

Please see below the contents of an email from Flintshire County Council with regard to the above:-

You will hopefully be aware that the First Minister announced a partial relaxation of the Covid-19 restrictions today which will allow non-essential retail to reopen with appropriate social distancing measures in place.

The Council has assessed, as far as possible, what it can do to support this reopening through physical measures and wider support to business and promotion.

We have no way of knowing how things will be in the town from next week; it will very much depend on how many shops reopen and how many people choose to come to town. This will change over time. The Council will be visiting every town on a frequent basis over the first few days to monitor the reopening and will take additional action as required to keep people safe. In addition, we will be holding liaison meetings in each town to get the feedback of local stakeholders on what other actions we should take.

There are a number of actions that will be introduced in your town from next week:

  • The main shopping area in each town will have a temporary 20mph speed limit put in place to make it easier for pedestrians to cross the road to achieve social distancing.
  • Signage will be erected in each town to remind people of the need to observe social distancing, with extra signs where pavements are narrow.
  • Where shop queues are making pedestrian flows difficult we will work with their operators to try to manage this and keep people safe.
  • If, once reopening has taken place, we find that pavements in some locations are too narrow to support social distancing we may introduce one way flows or use parking bays as pavement to create additional width. We will monitor this and will only introduce if absolutely necessary.
  • Welcome signs will be put up in each town.
  • We are also in contact with the operators of the Precinct and have offered support if required.
